Add a second language with all four, or simply add the option to use PHP in the existing HTML/JS/CSS language repls.
We made some updates to PHP (well, we made two new "languages"):

https://repl.it/languages/php7 - PHP Web servers! Just like other hosted repls, this allows you to write websites using PHP.
The ability to use php files in the “website creator” repl would be nice. Thanks.

Unfortunately it's not possible to use PHP in your HTML repl; you'd have to create a separate PHP repl: http://repl.it/languages/php
Please, please, please do not allow PHP anywhere near repl.it. It is an ancient technology full of significant security issues (like the one that allowed my friend's Yoga site to get completely owned just last month).
@robmuh: If not, then maybe SQL?
Although it doesn't have its own specific repl type, you should be able to open a PHP server by listening on a port (use IP 0.0.0.0). Let me know if that doesn't work!
